Thesis
My paper argues that the essence of successful school reform depends on the confluence of autonomy, accountability, and choice. I believe that these three pillars are neither mutually exclusive or in opposition to one another. My portfolio is a concise analysis on these issues, as well as a broader 100-point policy paper which advocates the (politically precarious) reformation of our nation's school system within a framework that embraces duality of universal national standards of basic competency, but individual school autonomy. Schools - and parents and teachers in turn - would be free to choose and develop the format, philosophy, operation policies, and curriculum that fit their needs. By means of a national sales tax (estimated at 6-7% in the interest of equity), schools would be funded based on a series of metrics and needs - with various incentives to encourage the integration of poorer performing students from other schools and disabled students as well. The role of the state and district is reduced to a facilitating capacity (accountability, coordinating athletics, transportation, et al). This paper does not advocate (and opposes) a two-tier system, but instead the abolishment of the fifty (and potentially one-hundred) tier system that conspires against a united interest. I write that education is not a right of the state, but the student, best achieved by enabling our schools.
